Given all the noise and confusion coming from the Waitangi Tribunal’s deliberations on water ownership, the public could be forgiven for thinking the battle over one of our most precious resources is only beginning. But down at the front line of the water wars, surprising progress is being made. It would even appear that peace has broken out.
